This has to do with changes in student loan programs, which of course had no business being tucked into the health-care bill in the first place and apparently doesn’t belong in a reconcilation package.

Republicans also expended most of the day and night yesterday proposing amendments mostly aimed at removing provisiions in the bill. All of those were defeated, but several Democrats supported a number of them.

One of those, advanced by Sen. Tom Coburn of Oklahoma, would have prohibited coverage of Viagra for child molesters and rapists, among other things. A motion to table it was passed by a 57-42 vote, with Evan Bayh of Indiana and Ben Nelson of Nebraska the only Dems supporting Coburn’s measure. Remember “Viagra for sex offenders” as a slogan that may come up in campaigns against those 57 Democrats someday.

The Senate still isn’t done, with more GOP mischief resuming this morning. That’s why it’s known as a great deliberative body.

Leading the study was Professor Ronald G. Victor who expressed his opinion that his research backed previous studies and found that Cialis contained properties, proven to treat muscular dystrophy in mice.

Pfizer Inc’s Viagra or sildenafil and Eli Lilly and Co’s Cialis or tadalafil treat impotence by increasing blood flow to the genitals, but some men taking the drugs have reported blurred vision, blue-tinged vision or altered light perception.

The drugs work by blocking the action of the enzyme phodiesterase type 5 or PDE5 on the blood vessels in the penis. But PDE5 inhibitors may also act on blood vessels in the retina, which could explain some of the reports of vision problems.

To test this, a team led by Dr. William Cordell of Lilly Research Laboratories in Indianapolis and colleagues conducted a randomized study to look for changes in the retina among men taking Viagra or Cialis.

They studied 244 healthy men or those with mild erectile dysfunction aged 30 to 65 who had no vision problems. Of these, 85 took 5 milligrams of Cialis, 77 took 50 milligrams of sildenafil and 82 took a dummy pill daily for six months.

The men underwent comprehensive eye exams, including electroretinography, a test to measure the electrical response of the light-sensitive cells in the eye, before, during and after treatment.

Among the 194 men who completed the study, the researchers found no significant differences between treatment and placebo groups on electroretinography, visual function tests, measurements of pressure within the eyeball or assessments of the anatomy of the eye.

“Our results indicate that there is no cumulative damage or effect of clinical significance,” for the studied doses of either drug, the researchers wrote in the Archives of Ophthalmology.

They said their study was limited because the doses used were lower than some other studies that did find retinal changes. And they said the results could not be generalized to men with eye problems, who were excluded from the study.

Viagra and Cialis each had global sales of more than $1 billion in 2008.

Eli Lilly designed and paid for the study, which did not evaluate Bayer AG’s Levitra or vardenafil, a similar drug.

The daily version will take pressure off users who would otherwise have a “shot clock” or window of effectiveness to worry about, Lilly officials say. Cialis also is offered at a higher dose that provides a 36-hour window.

With the daily dose, men will not need to take Cialis in anticipation of sex because it is already in their system, said Shawn Heffern, Lilly’s U.S. marketing director for the drug.

Lilly said in a statement the daily dose is geared for men who anticipate having sex twice a week or more frequently.

Cialis rang up $798 million in sales during the first nine months last year. In 2006, it registered $971 million for the full year, a 30 percent increase over 2005.

Heffern said the drug is on track to top $1 billion in sales for 2007. He declined to say how the daily dose will affect revenue.

Cialis trails market leader Viagra in sales. The Pfizer Inc. erectile dysfunction drug collected $1.26 billion in sales during the first nine months of 2007.

The daily dose could increase Cialis sales depending on how it’s priced, said George Farra, co-founder and principal of Woodley Farra Manion Portfolio Management. His firm manages nearly 285,000 Lilly shares.

Between Jan. 1 and May 26, 2008, 150 non-diabetic patients with severe hypoglycemia were admitted to public hospital in Singapore. There were four deaths, and seven patients remained comatose, Dr. Kok Onn Lee of National University Hospital in Singapore report in Thursday’s New England Journal of Medicine.

All of the patients except one were men, and they ranged in age from 19 to 97, with an average age of 51.

The drugs included counterfeit Cialis and herbal remedies called Power 1 Walnut and Santi Bovine Penis Erecting Capsule.

The drug packaging listed names of fictitious overseas factories, so it is not known whether the contamination was deliberate or accidental, the doctors said.

“We believe that physicians should be cognizant of this phenomenon when evaluating patients with severe unexplained hypoglycemia, particularly if a clustering of cases is noted,” the team wrote.

They also called for better collaboration between national and international drug regulators and enforcement agencies to address clandestine manufacturing processes, the cross-border movement of drugs, and the sale of adulterated medications online.

A couple of days ago BNET noted that Pfizer and Lilly appear to have frozen Bayer’s Levitra out of the market. The two ED brands have come to dominate global sales of penis pills. This was my explanation:

The gains for Pfizer and Lilly come despite the downturn reducing the number of employees with health coverage. Both companies have made efforts to bolster their franchises: Lilly received approval to market a “once-a-day” version of Cialis; and Pfizer has been aggressive in calls to increase enforcement against illegal, counterfeit and fake supplies of the blue pills (among other drugs).

But the Swiss Competition Commission has come up with a much more interesting theory: They colluded on prices:

“The recommended public selling price covered the drugmakers, pharmacies and physicians,” Olivier Schaller, a spokesman for the commission, said in a telephone interview. “It was widely followed.”
